It definitely doesnt hurt to have an Isochron Scepter in your deck, though, as it can turn a cheap fog into a repeatable effect

There are a few key factors that I use to determine a commanders placement: Speed : How quick is the deck
That being said, if you have recycled through your entire deck and have been keeping track of the order of your banished cards, these can be great to get you to the card you need that you know is coming (assuming it is in your Heralds alignment)
With the increase in power level and average converted mana cost each card counts that much more and so you just cannot afford to have cards that do not help you out in other ways
(6/8/2016) Balance doesn't have targets, so permanents that can't be targeted, such as a creature with shroud or protection from white, are valid choices to be sacrificed
